Anderson: Clifton’s 2027 Garbage Contract Must Be Accompanied by Full Cost Transparency

FOR IMMEDIATE RELEASE — DRAFT FOR REVIEW

CLIFTON, N.J. — September 24, 2026 — Clifton City Council candidate Tafari K. Anderson is calling for the complete financial and service terms of the city’s 2027 solid-waste collection agreement to be presented clearly to taxpayers.

The September 15 City Council agenda listed Resolution R418-26, an authorization to approve the final option year with Suburban Disposal for the collection of household garbage, bulk waste and vegetative material during 2027. The agenda item followed the Council’s September 9 special meeting concerning specifications for future solid-waste bids, including collection schedules, cart sizes, bulk-pickup procedures and enforcement. Final adopted terms should be confirmed from the executed resolution and contract before publication.

The campaign recognizes that dependable garbage collection is an essential municipal responsibility. Residents should not have to choose between reliable sanitation and responsible spending. They deserve both.

Anderson’s Conservative Position

Conservative government requires transparency, competition and measurable value for every taxpayer dollar. Extending a major contract should be accompanied by a public accounting of the total cost, services included, performance requirements, complaint history, penalties for missed collections and any anticipated effect on property taxes.

The city should publish a plain-language summary of the 2027 agreement, including:

  • The complete not-to-exceed contract amount.
  • Collection frequency and all included services.
  • Bulk- and vegetative-waste requirements.
  • Procedures for missed pickups and resident complaints.
  • Contractor-performance standards and enforcement provisions.
  • A comparison with alternative service and procurement options.

This extension should also serve as the starting point for a transparent competitive solicitation for the next contract. Detailed bid specifications must prevent companies from submitting artificially low proposals that omit necessary services and later shift additional costs onto residents.

Anderson further believes the next Council should apply zero-based budgeting to major contracts. Government should not automatically treat the previous year’s spending as the starting point. Officials should identify the required service, justify each cost and openly compare available alternatives.

An independent municipal efficiency and financial audit—using DOGE-style cost-control principles but conducted locally by qualified professionals—could identify duplication, weak contract controls and opportunities for sustainable savings. Such a review would not give any federal agency authority over Clifton.

Reliable service, competitive procurement and accountability are conservative principles. Clifton taxpayers deserve a government that protects essential services while scrutinizing every dollar it spends.

Before the next long-term contract is awarded, residents should receive adequate time to examine the bid specifications and ask questions. The final award should be accompanied by a written explanation showing why the selected service model offers the best sustainable value. Public confidence is strengthened when major contracts are decided through open records, clear standards and verifiable comparisons.
