CLIFTON, NJ — Tafari Anderson, candidate for Clifton City Council, is calling for full public disclosure of the financial terms and long-term taxpayer impact of major redevelopment agreements before the City Council approves them.
Redevelopment can return underused property to productive use, attract private investment, and strengthen Clifton’s tax base. But agreements involving tax incentives or payments in lieu of taxes can also affect how revenue is collected and distributed, making transparency essential before commitments are finalized.
“If a redevelopment deal is truly good for Clifton, it should survive public scrutiny,” Anderson said. “Taxpayers deserve to see the numbers before the vote, not years after the agreement is signed.”
Anderson is proposing a plain-language fiscal impact statement for major redevelopment agreements showing the estimated taxes under conventional taxation, the terms and duration of any PILOT arrangement, anticipated effects on public finances, infrastructure costs, public incentives, developer obligations, and performance deadlines.
He also wants agreements to identify what taxpayers receive in return, including infrastructure improvements, environmental remediation, job creation, public amenities, or other enforceable benefits.
“Redevelopment should create value for Clifton, not complicated agreements that residents cannot evaluate,” Anderson said. “Transparency protects taxpayers, responsible developers, and public confidence.”
Anderson said the City should welcome investment while negotiating from a position of fiscal discipline and accountability. Major changes or extensions should receive the same public disclosure as the original agreement.
“Development incentives are not free money,” Anderson said. “Every long-term commitment deserves clear numbers, measurable obligations, and an open explanation of why the deal benefits Clifton.”
