Anderson Calls for Transparency, Competitive Bidding and Financial Accountability on Clifton Garbage Contract

CLIFTON, N.J. — September 10, 2026 — Clifton City Council candidate Tafari K. Anderson is calling for a transparent and competitive process before the city approves or implements any new solid-waste collection contract or reduces residents’ existing services.

The City of Clifton’s official public-notices page listed a special Council meeting for September 9 concerning the solid-waste collection contract. The meeting notice stated that formal action might or might not be taken. As of this release, the campaign has not identified posted official minutes or an action record confirming a final contract decision.

According to the city’s January 20, 2026 Council minutes, Clifton renewed its collection contract with Suburban Disposal through December 31, 2026, for an amount not to exceed $9,581,000. The city’s currently published garbage-collection rules provide for twice-weekly household garbage collection, subject to applicable container and volume limits.

The Clifton Times reported on August 6 that officials had considered once-weekly collection while evaluating future contract options. This was discussed as a possible service model—not as a final, adopted decision.

“Garbage collection is an essential municipal service paid for by Clifton taxpayers,” Anderson said. “Before the Council changes service levels or commits millions of taxpayer dollars, residents deserve a transparent process, detailed cost comparisons, and enforceable performance standards.”

Anderson strongly recommends that the city incorporate the following safeguards:

1. Conduct a transparent competitive procurement process. The city should publicly solicit qualified vendors using the procurement method required by law and provide clear, detailed bid specifications. Those specifications should define collection frequency, bulk and vegetative-waste services, complaint-response standards, missed-pickup procedures, equipment requirements, performance measurements, and penalties for nonperformance.
2. Release a complete cost-and-service comparison. Before any final vote or implementation, residents should be shown the projected annual cost of each service option, the services included, the potential effect on the municipal budget, and any operational or sanitation consequences. The public should also be given sufficient time to review the proposal and ask questions.
3. Make zero-based budgeting a priority. Anderson believes the next Council should require departments to justify expenditures from the ground up instead of treating prior-year spending as the automatic starting point. This would allow officials to identify essential services, unnecessary costs, duplicative spending, and opportunities for taxpayer savings.
4. Commission an independent DOGE-style efficiency and financial audit. Anderson recommends a locally authorized, professionally conducted audit modeled on cost-control and government-efficiency principles. This would not involve the federal DOGE exercising authority over Clifton. The purpose would be to examine municipal spending, contracts, processes, and operations for waste, duplication, and potential savings.

“The financial burden ultimately falls on Clifton taxpayers,” Anderson said. “Fiscal responsibility is not simply choosing the lowest headline bid. It means securing dependable service at the best sustainable value, protecting residents from hidden costs, and holding both government and contractors accountable.”

Anderson also recommends protections for seniors and residents with disabilities, periodic public contractor-performance reports, and a clear transition plan before implementing any major change in collection service.

“A cheaper contract that creates sanitation problems, reduces essential service without justification, or shifts costs elsewhere is not a genuine savings,” Anderson said. “An expensive contract without transparency and enforceable performance requirements is equally unacceptable. Clifton taxpayers deserve responsible spending and reliable service.”
